....and throw away the key.

     Just over half of the States have reduced their prison populations in the past five years.
    Alabama is among the top ten where the number of prisoners increased instead, growing by 9%...at the same time the state prisons are holding twice the number of inmates they were built for.
      The largest increase came in West Virginia, the biggest decrease: California, which did so under court order.
