     A computer error resulted in a voting district being created in  Minnesota that is 100% underwater.
     There isn't a single human living in the district!

• So how do politicians appeal to voters who just carp?

• Are there more political bottom feeders there?

• Do voters take the bait...oh, OK, enough already!
