Partly Helping Blind People

"The monument for Rosa Parks would be on the front side of the Capitol, facing Bainbridge Street.
The Helen Keller monument would be in a location where it is accessible to and touchable by people with disabilities, the bill says."

AL.COM story.

A Tim Question: So people with disabilities are not interested in Rosa Parks and therfore have no need for her statue to also be "accessible and touchable"?
