This is NOT going to happen.

An update on the water park considered for a 120 acre plot of land along Maxwell Boulevard, which is right where the Salvation Army shelter is located.

The mayor says he hopes both sides can come to an agreement within the next 30 days, if that doesn’t happen he says officials will begin looking at other options, which could mean building the white water center around the Salvation Army. (From www.alabamanews.net)

There will be no park if the shelter remains. No offense, but what kind of a "family friendly" amusement facility will it be with the city's homeless population wandering around.  There needs to be a shelter, but not there.
Mayor: use the city's power of eminent domain if need be. The city has been "negotiating" with the Salvation Army for more than a year. Time is up. Take three appraisals and use the average value.
Has anyone asked the two candidates in the runoff? One of them will be Mayor as the project continues.
