Is Alabama's Prison Answer in Oklahoma?

Alabama is in the top 10 when it comes to ranking states by incarceration rates. Alabama is ranked 10th, with 486 per 100k residents in prison. Oklahoma is ranked 2nd, with 704 per 100k.

Monday's's N.Y. Times reports on that state reducing its prison population by lowering some crimes from felonies to misdemeanors, and applying it retroactively:

"...on Monday: Almost 500 inmates will walk out of Oklahoma prisons after having their sentences commuted.
Conservatives and liberals in the state who advocate for changes to the criminal justice system were hopeful that the move would help put Oklahoma solidly on track to someday surrender its title as one of the nation’s incarceration capitals."

Another difference between Alabama and Oklahoma prison populations is sentencing:

                                                      ALABAMA                                     OKLAHOMA

Life sentenced inmates                 5,454                                                  2,908

Life without parole inmates           1,559                                                     887

Should Alabama consider reducing the prison population using the same method as Oklahoma??
Which crimes should be removed from the Alabama felony list?
