From The Eviction Lab: Serial Evictions

 There's a big difference between the rate of serial evictions of tenants in privately owned housing units and in public housing projects: 

7% in Private Housing units

14% in Public Housing units.

"Among public housing residents in our study who were filed against for eviction, nearly half (46.8 percent) were filed against repeatedly, compared to less than one-third (28.4 percent) of those living in private-market homes."

And as I've pointed out numerous times on this website, the rate of evictions in Montgomery is by far the highest in the state, based on numbers from 2016:
