There wasn't much of an outcry for it when the party was a minority, since it benefited them to have majority Democrats cross over and vote for their candidates in the primaries. Remember the election that ended up with Guy Hunt as the first GOP Governor in a gazillion years? The key was crossover voting.
Registration would prevent that crossover voting in primary elections, but have no direct effect on General Elections, when everyone follows the same ballot.
