I mean the paper kinda says that. Here's the statement at the end of a long piece about the drama at APT:
Putting the odd grammar aside (this is a college paper, after all), if the closest thing they have to a source is "it does appear"...no source at all...what's it doing in the paper?
The piece is in the "Community" section of the website, not the opinion section, but it sure reads like an editorial. It was written by Zeke Turrentine, who is listed as a community editor.
Is the Governor investigating APT? Got me. Maybe The Plainsman heard it from Harvey Updyke.

It does appear that the Governor’s office has launched some form of an investigation into the matter, but nothing has been said from his office yet in the weeks after the incident, even though he is who the commission directly report to.
