Clay County, the Last 100% Dry County in Alabama

The AP has produced a story included in many papers--including The Washington Post--profiling the last County with not even a single wet city. Clay County is about 50 miles East of Birmingham.
It's a feature story, but contains one fact I never knew:
The Alabama Alcoholic Beverage Control Board gives the county about $315,000 annually to make up for the lack of alcohol revenues, said William Thigpen, associate administrator of the agency.
Really? Can I get a stipend if I promise not to serve any liquor in my house?
