Prison Overcrowding Solution

   

  Public Safety Editor Jay found the story of three prisons being closed down....and I immediately thought we in Alabama might be able to lease them to relieve our terrible overcrowding.
     The trouble is, they are in Sweden, where imprisonment rates are dropping dramatically. Officials there believe it's because of their emphasis on rehabilitation and shorter sentences.
     Isn't Alabama more about punishment and three-strikes-and-you're-out terms?
