    Millions of dollars in advertising against The Affordable Care Act, and a fair amount of hatred for the President, depressed sign-ups in the poorest states, including West Virginia, which is the focus of this Times story. 
    Note the disparity cited in the story between folks signing up for expanded Medicaid, and those going with the private sector insurance under Obamacare.
