The Governors of Tennessee Georgia Mississippi and Florida...though Georgia's Governor just announced that decision, saying he didn't know till the last 24 hours that asymptomatic people can infect others.

As for Alabama, the Governor insists now is not the time for a statewide stay at home order. She did however issue a series of other emergency orders involving meetings of public boards and agencies and other matters.
