"HB209 PREVENTS ABSENTEE BALLOT HARVESTING AND "PROTECTS EACH INDIVIDUAL’S RIGHT TO CAST THEIR OWN BALLOT" (from a Secretary of State's news release).

What is really does is prevent you from helping a neighbor or relative fill in an absentee ballot.
