Alabama has no money. A lottery might be its last hope.

"....the situation in Alabama has become a three-way standoff. The governor wants tax increases; other politicians in his party are calling for harsher budget cuts. Meanwhile, Democrats are hawking the lottery, an idea they have tried to peddle for years."

The only thing I would add: remember, it is much easier in Alabama to kill a proposal than it is to pass it. That's what happened to the previous lottery attempt, and what could easily happen to this one. I'd love to hear former Governor Siegelman's thoughts on this one.
